The heart of the system is the 'state of leakage' module, which estimates probabilistically the evolution of leakage with time from pipe cracks, corrosion holes and open joints. Thus it determines whether the pipeline must be re-inspected or rehabilitated to maintain structural safety or to prevent great water loss.

A rehabilitation module selects the feasible technical solution for each problem with the minimum cost, helping a prioritisation module assess the importance of rehabilitation projects.
